Instructions
- Preheat oven to 400°F (200°C).

- Stir in tomato paste, herbs, salt, and pepper; cook for an additional 2 minutes.
- Pour in beef broth and simmer for 10 minutes.
- Prepare creamy mashed potatoes with butter and milk until smooth.
- In a baking dish, layer meat filling, then top with mashed potatoes; create swirls with a fork.
- Bake uncovered for 25-30 minutes until golden brown.
